On December 9, 2019, Fox News reported that negotiators from the three countries reached an agreement on implementation, paving the way for a final agreement within 24 hours and ratification by all three parties before the end of the year. Mexico has agreed to impose a minimum wage of $16 per hour for Mexican auto workers by a “neutral” third party. Mexico, which imports all of its aluminum, also objected to the provisions relating to the U.S. steel and aluminum content of automotive components.  In a major concession to Democrats, the Trump administration agreed to support some protective measures for a class of drugs called advanced and very expensive biologists. The final agreement nullifies a provision that, for ten years, provided protection for drugs from cheaper alternatives in both Canada and Mexico. “We have always fully complied with all of our commitments under our [free trade agreements], including to the United States, and that will not change,” Canadian Ambassador to the United States Kirsten Hillman told POLITICO. Therefore, the inclusion of these annexes by the USMCA is an innovation not only in U.S. trade policy, but also for international public health. The original NAFTA labour and environmental provisions were added in the form of subsidiary letters after the signing of the original agreement to win the support of Democrats and ensure the passage of the agreement under the Clinton administration. The U.S.M.C.A. defers these chapters to the main part of the trade agreement, which means that issues such as the right to organization are now subject to the normal procedures of the Dispute Settlement Pact.
The North American Free Trade Agreement (NAFTA), signed by Prime Minister Brian Mulroney, Mexican President Carlos Salinas and U.S. President George H.W. Bush, came into force on January 1, 1994. NAFTA has created economic growth and a rising standard of living for the people of the three member countries. By strengthening trade and investment rules and procedures across the continent, Nafta has proven to be a solid foundation for building Canada`s prosperity. NAFTA replaced Canada-U.S. Free Trade Agreement (CUFTA). Negotiations on CUFTA began in 1986 and the agreement entered into force on 1 January 1989.
